The CARP programme was developed as a community response to drug addiction in the Killinarden Parish in Tallaght, Dublin, Ireland in 1995. CARP is a voluntary body supported by grants from the HSE-SWA, YPFSF, LDTF, etc

Methadone Scripting Clinic [Details]
CARP through the HSE provide 3 scripting clinics from 9 - 12 noon on Tuesdays, Wednesdays and Thursdays. It provides an evening clinic on Thursdays from 4 - 9 pm for its participants that are in work. A nurse and doctor is in attendance at these clinics. 75 people are provided with treatment

Addictions Counselling [Details]
CARP provides on site addiction counselling through our councillor, Leena Madani, three days a week. All participants are encouraged to avail of this service and can be accessed by some people not in treatment with CARP.

Family Therapy [Details]

During 2005 our family therapist, Thérèse Hegarty, took employment with CARP.
This was due to the grant from the Kathryn Howard Foundation. During 2006 the service was increased to a two day a week service.

This service continues to be in demand with families being referred by the local schools, primary health care nurse, self referrals, etc. Towards the end of 2006 the family therapist did group work with the young people in the Rehabilitation Programme and this was keenly
received. From this much personal work was done with individuals on the Rehabilitation Programme and their families – families of origin and their new families.

The Family Support Agency (FSA) They continue to part fund the position of family therapist. In 2007 they increased their grant to €10,000.00.

Rehabiliation [Details]
CARP offers a rehabilitation programme to young people between the ages of 18 and 25 who are in treatment for their problem use of heroin. It is open to all people in the Tallaght area. It is a special category CE scheme and is Managed by Pat McVeigh.
The development worker for the project is Sylvia Beatley. 16 places on offer and become available from time to time. It is a FAS scheme and people receive an extra allowance along with their social welfare entitlements. People are on site for 19 and a half hours a week. The scheme is on going and hopes to move people onto employment in the long term and at a pace suited to their needs.

Drop-In [Details]

CARP and KCCYP are now working together to facilitate the drop in , in Killinarden community centre .

Monday/ Wednesday 4-6pm 10-12 midnight Tuesday/Thursday 8-10pm from 6pm every evening.

Needle exchange [Details]

In 1997 CARP operated a needle exchange for a number of months without informing anyone. It was discontinued due to internal and external pressure.

When CARP operated from its portacabins from 1998 to 2003 it wasn’t possible to guarantee confidentiality and so no needle exchange was operated. However, JADD (Jobstown Assisting Drug Dependency) started an evening Wednesday service in partnership with the outreach workers of the Health Board. Due to the success of this a further exchange was done on Mondays with the Health Board and St Aongus’ Project Tymon North. Due to their success CARP revisited the idea of starting a needle exchange and Health Board Outreach workers Des Capriani and Wyn Nelson addressed Killinarden Community Council in July 2003 where there was overwhelming support for needle exchange. The first needle exchange began on the first Friday in January. However, numbers were very slow and a second slot was tried on Tuedays from 5 to 7 pm. Again numbers were slow.

In April 2004 the Health Board invited the local communities in Tallaght to become directly involved in needle exchange. CARP were very taken with the idea and staff underwent training and gave needle exchange at other times. Due to the lack of clients during the stated hours the Health Board ceased to operate needle exchange from CARP premises. CARP staff have continued to provide needle exchange five afternoons a week from Monday through to Friday from 2 pm to 5 pm.

In spite of many requests to do so the Health Board have refused to pay for or provide equipment distributed from CARP needle exchange. So far close to €10,000 has been provided from private resources for needle exchange equipment.

In 2007 almost 175 people have availed of the needle exchange facilities.

The ages of people attending varies from 19 to 47. The average age is 30. The biggest cluster are the 27 year olds. (Bar chart of Age profile). There are least than 1 female for every 3 males. (pie chart of Sex).

The number of exchanges continues to increase. 166 in 2004; 500 in 2005; 900 in 2006 and at the end of November 2007 there have been 1,300 exchanges. (Bar chart of Year Increase.)


Cocaine [Details]
CARP, in partnership with St Dominic's Contact Centre, Millbrook Lawns provide counselling, one to one work, holistic therapies. urinalysis etc for people experiencing problems around their use of cocaine. The service is in St Dominic's on Mondays and Wednesdays from 5 to 8 pm and in CARP on Fridays from 5 to 8 pm. This service can also be provided outside these times by appointment.

Urinalysis [Details]
People needing to show they are no longer using drugs can avail of our urinalysis service. This is provided on appointment basis and there is a charge of €15.00 per sample. Court reports can be prepared.

Prison Visits [Details]
CARP visits people in prison from the Killinarden area. It hopes to continue the continuum of care for people who are linked up with it when they move into prison and hopefully they will link in with CARP on release from prison.

Youth Work [Details]
CARP provides 3 sibling groups for young people who have addiction in their families. The aim of this is to provide these young people with early intervention and hopefully help them avoid going the same road as their older brothers or sisters. Our youth worker will also visit young people in detention such as Trinity House, St Patricks etc.
